The Human Fertilisation and Embryology Authority (HFEA)

The Human Fertilisation and Embryology Authority (HFEA) is the UK's independent regulator of fertility treatment and embryo research. Established under the Human Fertilisation and Embryology Act 1990, the HFEA licenses and regulates fertility clinics and embryo research centres, ensuring the highest standards of patient safety, ethical practice and public confidence.

The HFEA oversees around 135 licensed establishments across the UK and is responsible for regulating fertility treatment, embryo research, donor services and related activities. It also maintains statutory registers, provides guidance to clinics and patients, supports research, and helps shape policy across one of the UK's most important healthcare sectors.

The Opportunity

The Department of Health and Social Care is seeking to appoint a new Chair to lead the HFEA through its next phase of development.

Working closely with the Chief Executive and Board, the Chair will provide strategic leadership, ensure effective governance, oversee delivery of the Authority's statutory responsibilities, and represent the organisation with government, Parliament, regulators, healthcare professionals and the wider public.

This is a high-profile appointment requiring exceptional leadership, sound judgement and the ability to operate confidently within a complex and highly regulated environment.

Key Responsibilities

• Provide leadership, direction and effective governance to the Authority.
• Ensure the HFEA fulfils its statutory responsibilities and regulatory objectives.
• Work closely with the Chief Executive to deliver strategic priorities.
• Support strong organisational performance and effective use of resources.
• Lead Board effectiveness, succession planning and member development.
• Build productive relationships with government, regulators, Parliament and sector stakeholders.
• Promote public confidence in fertility treatment and embryo research regulation.

Candidate Profile

The successful candidate will demonstrate:

• Significant senior leadership experience within the public, private or voluntary sector.
• Experience leading Boards or complex governance environments.
• Strong strategic thinking and evidence-based decision-making.
• Excellent communication and stakeholder engagement skills.
• The ability to provide independent leadership and constructive challenge.

Please note: Under legislation, the Chair cannot be a registered medical practitioner or anyone with current or previous involvement in fertility treatment or research using human sperm, eggs or embryos.

Remuneration & Commitment

• £47,360 per annum
• Approximately 3 days per week
• Three-year appointment
